NOVELTIES IN ANNEX II (Part-145) October 2022 Revision
Easy Access Rules for Continuing Airworthiness Advance Revision from October 2022 incorporates
amending Regulation (EU) 2021/1963 as regards safety management systems in Part-145 maintenance
organizations and related ED Decision 2022/011/R.
From 2nd December 2022 each maintenance organization that holds a valid approval certificate issued in
accordance with Annex II (Part-145), or planning to be approved for the maintenance of aircraft in
accordance with this Annex II, should comply with new requirements introduced in Section A.
The transition period allows the maintenance organization to correct all non-compliance findings with
the new requirements until 2nd December 2024.
The main change introduced is mandatory required implementation of a Safety Management System (SMS),
including but not limited to, the implementation of hazard identification, risk management, safety reporting
procedures, compliance monitoring process (replacing quality assurance), personnel competence,
internal investigation, safety performance monitoring and measurement, management of change and
continuous improvement.
Although there is a transition period until 2nd December 2024, the maintenance organization should develop
a plan and implement the minimum required necessary changes:
